Ah, the allure of less-than-lethal (in practice "less lethal") gadgetry, which means that they will be less hesitant about using the devices, and thus more likely to accidentally kill somebody -- like the bystander shot in the eye and killed by a pepper gun shell after the 2004 world series or the many folks maimed or fatally injured by injudicious use of tasers.
Speaking from personal experience the taser is better than being hit by an asp baton, gun, truncheon etc. I once also got bit by a police horse. Bit slimy that one.
